Afghanistan's Mental Health Care System

The sign posted on the high walled compound for the Herat mental health clinic. The administrator told us most of the individuals inside the asylum were vagrants, pick-pockets and "troubled" people. He assured us this was not a prison, but a place for treating those with psychological problems.
